Employee Record Number identifies the record number a job is assigned to and usually starts with an employee record number of 0.

Employees may have multiple employee record numbers. The first job would be the lowest in the sequence.
Business Rules
Brand new state employees (that have not worked for the university corporation) would be assigned an employee record number of 0. Multiple active appointments at the same time may increment the employee record number in sequential order.
