Regular Temporary Description identifies a position as "Regular" or "Temporary" based upon the budget funding the position.

Business Rules
The default is "Regular", which should be used only for permanently budgeted positions.
If a position is funded only temporarily (regardless of whether an employee assigned to the position is a temporary employee), that position is "Temporary".
